According to the information coming from Chechnya and sources in the Chechen diaspora abroad, Russian special services, through the puppet ringleader Kadyrov, continue to draw plans to assassinate leaders of the Mujahideen in Chechnya and Chechens among the representatives of the Caucasus Emirate abroad, who, according to Moscow, are threating the Kremlin.
The information we received suggests that Kadyrov came into a direct contact with some former representatives of the CRI government abroad, who opposed the Caucasus Emirate, and gave them large sums of money for preparing of murders.
The fact that the Kremlin is actively using Kadyrov in organizing of the murders became widely known after the incident with the murder of a Kadyrov's former bodyguard, Umar Israilov, who intended to organize a major trial against Russia in the international criminal court.
The French magazine L'Express says in this regard: " Austrian police who are investigating the murder of Umar Israilova committed in Vienna 2 years ago believe that the crime was carried out by Kadyrov's men.
They also suspect that Russian "diplomats" were involved in this operation, L'Express writes.
Austrian prosecutors still intend to open the case against Kadyrov.
"An incident turned from criminal news into a public scandal, with unpredictable consequences for Moscow's relations with the EU", L'Express says.
"In a report dated June 4, 2010, the Council of Europe compared the killers of Kadyrov with Latin American death squads", the French paper continues.
Wars, carpet bombings and extrajudicial killings resulted in forming a 100 thousand strong Chechen diaspora in Europe, mainly in Germany, Poland and Austria, where 20 thousand people work in construction or import-export businees, some of them started a small business.
But the majority, according to the newspaper, "lives in isolation, enjoying their humiliation and dreaming of revenge or trying to forget their own crimes."
The press, government, and many Austrians treat Chechens with suspicion, the magazine says, and continues:
"Russian diplomats in Vienna do not cause such suspicion. And in vain, according to confessions of a repentant Kadyrov's killed Artur Kurmakayev.
A detailed report on the investigation into the murder of Umar Israilov was received L'Express. The report, prepared by the Office for Security and Counter-Terrorism, leaves no doubt: it is together with the Moscow regime that Kadyrov commits his dirty deeds. Kurmankaev, whose whereabouts are unknown today, told investigators that he worked for the agency Kommandotruppe Österreich, created by the Russian embassy.
The sole purpose of this agency, which the French magazine calls "a strange branch of Chechen administration", was to find fugitive oppositionists, force them to return to Chechnya, and then murder them, L'Express says.
An Austrian MP Peter Pilz argues that since 6 October 2005, this structure has been headed by a former Interior Minister of Chechnya Said-Selim Peshkhoyev.
Pilz is convinced that such a "big fish" cannot be a simple counselor at the embassy. He uses this position as a cover to work on a list of 5,000 people who "disturb" Kadyrov and 500 of whom are subject for liquidation.
As the magazine notes, 50 people are threatened in Austria alone. However, those who turn to the Austrian government for protection, are denied it because the threat is recognized as too vague, says Pilz.
As for France, there are approximately 8,000 natives of Chechnya, but recently the number of Chechens who filed applications for political asylum has raised sharply, the magazine notes.
French intelligence services began investigation into the activity of Kadyrov's killers on the European continent.
"A recent confidential report states that "many European countries are afflicted with Chechen killers" - the magazine said. - Plans for killing of Chechen opposition figures in France are subject of undercover investigations.
France also monitors pressure which the FSB exerts in order to enlist the support of European countries in its "fight against terrorism" with questionable methods".
